Texas Voices has a powerful group of organizers. They have held one face-to-face Texas-wide meeting with dozens of participants, and numerous conference calls. They have a systematic lobby effort under way, as well as a campaign for public education, with letters to editors and responses to particularly outrageous cases of injustice. They are growing rapidly, and they have also provided help for organizing efforts in other states. From their website: Texas Voices supports the prevention of child sexual abuse through carefully structured laws that target violent, forced, and/or dangerous predatory acts of sex against children. Existing laws encompass a wide range of offenders and require the exact same resources be used for both violent, dangerous offenders and those whose offenses were neither violent, forced, or dangerous. Current laws, as structured, are not keeping our children safe. They are, in fact, costing the taxpayer millions of dollars to prosecute, monitor, incarcerate, and severely punish many individuals who are of no danger to children, society, or the communities in which they live. North Carolina Sexual Offenders Reform Troops (NC-SORT) supports continuing education with the general public to help reduce the fear tactics that have been used for so long. NC-SORT agrees with TEXAS VOICE and supports the prevention of child sexual abuse through carefully structured laws that target violent, forced, and/or dangerous predatory acts of sex against children. Existing laws encompass a wide range of offenders and require the exact same resources be used for both violent, dangerous offenders and those whose offenses were neither violent, forced, involved any personal one-on-one contact,or dangerous. Current laws, as structured, are not keeping our children safe and are costing the taxpayer millions of dollars to prosecute, monitor, incarcerate, and severely punish many individuals who are of no danger to children, society, or the communities in which they live. We believe that laws which will truly benefit the safety of our children, and society in general, must differentiate between those who are dangerous offenders and those who are not. There are "levels" of the "crime" and not all should be treated equally so that upon the completion of serving time and parole/probation certain categories would be able to rejoin society in all areas, to include residency, visiting state and local funded parks and recreation facilities, and by having the rights to be involved with their own family members under age 18.

Maryland Citizens For Sex Offender Justice advocates the following:
1. To educate MD public and state government on the sex offender facts vs fiction. (Currently, there is the mentality of "once a sex offender, always a sex offender" "No woman or child is safe")
2. Propose a new MD Registry that categorizes between Adult Sex Offenders and Child Sex Offenders with sub-categories of risk: Alerts: Non-compliant/absconders High Risk: Those with convictions from present to 5 years Medium risk: Those with convictions of less than 5 years to 10 years Low Risk: Those with convictions greater than 10 years (Currently, Maryland state registry lists all sex offenders under the "Child Sex offender registry" with no categories. There are those who have 20- 30 year old convictions on the registry and you are classified as to the level of violence of your conviction)
3. Be Pro-active on laws/bills introduced that the group deems unfair/idiotic/draconian. (Take for instance: the SORNA law within the state of Maryland is not retroactive and does not apply to convictions prior to 1997 yet many sex offenders are being arrested for not abiding by SORNA; residency laws, computer registration laws, GPS laws, Special license plate laws)
4. Be a support for sex offenders who are attempting to get on with their lives, and their wives, children and families.
5. Lobby for a bill that would give tax credits to businesses that hire ex-convicts, including sex offenders. (Such major businesses in the state of Maryland as Perdue, Pepsi, Coke will not hire anyone with a conviction. They protect themselves by stating "will consider" but in all actuality do not hire.)

Alabama Citizens 4 Change primary purpose is the education of the public and continued movement to reform the existing State Sex Offender Legislation to laws that differentiate between offenders. In today’s environment, there are many individuals that are being affected by this legislation. In addition to the many Former Sex Offenders affected are the families behind them. Contact as many Former Sex Offenders and their families as possible to increase the effort of the group. 2. The RSOL of Virginia is a small group of volunteers who know firsthand that the current laws regarding registered sex-offenders are flawed and degrading. They are a waste of taxpayers’ money and inflict harm and unconstitutional restrictions upon citizens of the United States.
Our mission is:
• To educate the citizens of the Commonwealth of Virginia what offenses currently result in someone becoming a registered sex-offender. The minimum penalty for any “sex-offense” is now 15 years on the registry and after that, you must petition the court to be removed.
These offenses include but are not limited to: o Smacking or grabbing someone on the buttocks, groin or chest o Consensual sex between: - a 12 year old and a 15 ½ , 16 or 17 year old - a 13 year old and a 16 ½ or 17 year old - a 14 year old and a 17 ½ or 18 year old All of the above are a Class 6 Felony, minimum 15 years on the registry o Consensual sex between - a 12 or 13 year old with an 18 year old A Class 4 Felony, a lifetime on the registry
In states other than Virginia offenses that include registration include but are not limited to: o Urinating in public o Mooning o Streaking or skinny dipping o Consensual sex between and 18 year old and a 15, 16 or 17 year old
As RSOL –Texas Voices has previously stated, “there is a huge difference between stealing a candy bar and robbing a bank. Both crimes are considered theft and both are differentiated by law”. The current laws for sex-offenders do not differentiate.
• To remove all young adults with consensual offenses from the registry.
• To completely remove juveniles from the Virginia registry.
• To eliminate any Virginia Statue’s that state; an accusation is sufficient to convict, no corroboration is required. Instead, evidence and/or a witness would be required.
• To stop the state of Virginia from allowing the accusation (alone) to be entered as evidence in court.
• To have the current sentencing guidelines in Virginia reduced to be more in keeping with the offense, remembering this is a state with no parole. Each case should be judged on its own merits with a punishment that fits the crime. • To educate Virginians that there are differences between a non-violent and a violent offender.
Unfortunately in 2006, the Virginia General Assembly reclassified almost all non-violent offenders to violent offenses. This resulted in 90% of all Virginia offenders being reclassified as violent regardless of their offense and their sentence given by the court. This includes many of offenses that had NO physical contact.
• To reinstate the non-violent classifications that existed prior to the 2006 Virginia General Assembly.
• To completely remove non-violent offenders from the Virginia registry. (What few are left thanks to the 2006 Virginia Assembly)
• To remove the employer information from public view as it serves no purpose other than to intimidate and influence the employer.
• To eliminate the retro-active approach to laws passed in Virginia in regards to court classifications, requirements and restrictions upon the registered.
If it wasn’t a law during the time of the conviction, then it does not apply today.(Ex post facto) We contend this to be unconstitutional in that the registry subjects the convicted to be continually resentenced for a crime that they’ve already paid for.
• To require notification of new and revised laws that will affect all registered sex offenders. Either through, the mail, e-mail, in person during one of the two Sex Offender Task Force surprise home visits or noted on the Virginia State Police web-site. This notification should take place at least two months before the new law begins.
• To remove the residency restrictions of the registered.
In Virginia it’s currently 500 ft from schools, day care centers, recreation centers and parks that share a border with a school.
The Virginia Assembly has previously attempted to increase this restriction to 1000’, but the bill did not pass. They may attempt to increase it again or add libraries, churches or bus stops as many other states have done.
No other laws stipulate when and where you can reside in the United States.
• To revoke the current Virginia statue that gives the accuser only 21 days to recant in which an unjust conviction and punishment could be overturned.
There should be no deadline on justice.
• To charge any person or persons committing a crime or discriminating against a person listed on the registry solely due to the listing as a “Hate Crime” punishable to the full extent of the law.
• To ultimately remove the stigma associated with one being on the Sex Offender Registry as a point of consideration as opposed to condemnation.
We do not know what the right answers to these problems might be, but we do know that the current laws and trends towards fear and loathing is not the direction in which I or our forefathers envisioned.
We were all guaranteed the right to Life, Liberty and the Pursuit of Happiness and no one shall stand in its way.

From our state organizer:
I am the mother of a son who is currently doing 5 years in prison for having consensual sex with his girlfriend of 15 months. He will be 24 when he gets out and is incredibly nervous about his future and his newly acquired title of “Sex Offender”. When he gets out, he cannot come home and live with us because we live across the street from a park, where children play. What is wrong with this picture???
My specific goals & priorities as state organizer of the reform sex offender laws group in Michigan is to circulate information and facts about the current sex offender law and why it needs to be reviewed and reformed to as many people, communities, legislative officials and those who would be willing to make this a priority with the lawmakers and state representatives. I will work to get feedback & information from these individuals.
There needs to be public awareness to the community as well as students & teens about this law and how it affects so many lives and futures. Preventative measures need to be taught so there will be less of our young people incarcerated and set up for a future of being labeled as a sex offender.
I am currently working with the ROYAL OAK COMMUNITY COALITION. Their main goal is to promote through collaboration, a healthy community free of substance abuse for youths and those who live in, work in and/or visit our community. Their vision is to prevent substance abuse by sustaining & strengthening a safe & healthy community together. They have become very interested in the current sex offender law because they believe in prevention and right now, with this law, as it is an excellent law for the pedophiles and rapists, it should not be intended to be used towards teens having consensual sex, they are being labeled and grouped into these horrific crimes. They also see that this sets up these youths for a lifetime of trials and difficulties with being labeled, as well as being incarcerated, it is a set up for failure. With the outstanding costs of housing a prisoner & the overcrowded jails, they still incarcerate people for these things that are not considered a crime and not violent. It would be less expensive to send a youth to counseling or a school/college than to house them in a prison, and they would get much more out of that option than a prison, as well as a better future.
We have met with candidates for the Prosecuting Attorney and questioned them about the law, as they agreed it needs to be reformed but of course, wanted to wait until after the elections to address it. I am currently putting a packet of information together and need a list of supporters and peoples experiences with this for an all day meeting that the director of the coalition will be having with state representative John Pappageorge. She would like to present my packet and information to him and have him look it over and see if he can do anything or offer information/tips on what we can do to move this along. I hope to play a huge role in the quest of getting this law reformed!!!

The RSOL of Utah is a group of citizens who agree with RSOL.org's public statement.
Our group has three main goals:

Minnesota RSOL wishes to help organize people in Minnesota who have concerns about modern time criminal laws regarding sex crimes. These laws create a very dangerous environment, society of fear.
We also seek to contact Minnesota congressmen and senators regarding new and existing laws, to try to give them more explanations and real examples of injustice and hysteria. Our main goal is to prevent 'Adam Walsh act' to become law in Minnesota. We need to be in constant contact with many lawmakers in different areas of Twin Cities and Minnesota.
We regularly contact journalists from Minnesota's Newspapers and Magazines to get more publications and coverage.

A message from our Nevada organizer:
My main goal, if I could pull it off, would be to help the families with the mental support of seeing their loved ones through this ordeal. I would like to set up possibly a once a month ( Reno) based meeting spot, and or quarterly, every 3 months (Reno/Las Vegas) based meeting to have offenders and families come and support and share their opinions and concerns so that they can truly know there are people who care and listen. I would also like to be a go to person for the offenders possibly to make sure they are complying with their set guidelines as far as registering and making sure they are complying with the state laws. (My husband and I), from personal experience have noticed that when you are complying and have a decent PO Officer, they are actually very willing to work with you and for you. It makes a BIG difference. I would also of course continue to obtain as much information as I could on any updates in the upcoming laws. Educating the public on these laws and what it does to these offenders and their families is very crucial as well. ( Flyers, Pamphlets, etc….)

PURPOSE It is the purpose of Colorado RSOL to achieve balanced justice in the courts, and balance in the laws, for indeed Due Process in the Laws mean fairness, and fairness embodies equality and a sense of balance.
GOAL Through email and other communications including speaking, Colorado RSOL will continue to contact legislators in the Colorado Assembly Judiciary AND Appropriations Committees to keep focus on the gross inequities in sex offender legislations, to not let these legislators forget that they are destroying human lives for things some have not done, nor contemplated, and others who have been reformed. In our goals we will solicit the help of former teachers, business people, families, and friends to bond together in the goal of effecting sensible changes in sex offender legislations and laws.
ACHIEVEMENT If by one law we can turn back unbalanced and inequitable legislations, then we will have achieved merely a first step, with the hope and efforts of all who won’t be silent no more, to make many more steps, while growing in our abilities, and reaching out to others so that our voices will no longer be denied. Inequitable laws will continue unabated when legislators, law enforcement, the courts, and the vigilantes frighten us into the dark shadows, hiding as if we cannot be seen.
