Alabama RSOL primary purpose is the education of the public and continued movement to reform the existing State Sex Offender Legislation to laws that differentiate between offenders. In accomplishing these goals, we believe society will be better served and safer. The laws of today employ no common sense tactics and are costing tax payers millions. We believe the public is largely uneducated regarding this issue and therefore most laws were created by politicians and fueled by p anic and myths and spread through today’s mass media. The truth needs to be told and changes must be made. We encourage any citizens who are interested in the truth of this issue to join this effort. In today’s environment, there are many individuals that are being affected by this legislation. In addition to the many Former Sex Offenders affected are the families behind them. We encourage families to join the effort and begin to take a stand against these laws that are too broad and all encompassing.Our upcoming efforts will include: 1. Contact as many Former Sex Offenders and their families as possible to increase the effort of the group. 2. Educate the public through sustained efforts of circulating factual information via various media outlets, mass mailings etc. 3. Begin a speaking campaign for the sole purpose of educating the legal community. Targets will include: Police Agencies, Law Schools, and District Attorney’s Offices etc. 4. Begin a sustained campaign for our State Legislators designed to provide education and lobby for change. 5. The charter of this association will be Education and Differentiation.

Arizona RSOL will:
· Coordinate the efforts of registered former sex offenders and their families, lobbyist working independently in the state and victims groups.
· Educate the public regarding realistic sexual abuse prevention, dangers of civil commitment laws and fear tactics used to push through costly and ineffective legislation.

ACHIEVEMENT If by one law we can turn back unbalanced and inequitable legislations, then we will have achieved merely a first step, with the hope and efforts of all who won’t be silent no more, to make many more steps, while growing in our abilities, and reaching out to others so that our voices will no longer be denied. Inequitable laws will continue unabated when legislators, law enforcement, the courts, and the vigilantes frighten us into the dark shadows, hiding as if we cannot be seen.

“One Size Fits All” seems to be the mindset for legislators in the state of Delaware. Starting with Megan’s Law and now enacting the Adam Walsh Act, the state sex offender registry has grown exponentially. The focus of the Delaware RSOL is to educate the public and challenge the legislation to re-examine the laws. Additionally, Delaware RSOL is paying specific focus is on the way that Risk Assessment is determined. Currently the assignment of tiers based on final crime is irrational and simplistic at best and serves no other purpose than to further cripple an offenders’ ability to re-integrate in the community. The irony is, there are a number of risk assessment instruments that have been developed based on clinically significant factors and been available to states for years. Mental health professionals and legal experts have identified a set of criteria that has empirical support and based on recidivism research. By limiting housing and employment options for offenders, the laws actually increase the probability that an offender will get violated and become re-incarcerated.
There is little evidence that these laws are effective in reducing the rate of sex crimes and there are plenty of studies being conducted. We realize that speaking out for sex offenders is not a popular endeavor but encourage you to read the studies, look at the facts, talk to families who are affected by theses laws. Once informed, please contact your legislators and demand more effective laws and programs for this population.

Our mission is to protect children and the life and dignity of all human persons. Every person has a fundamental right to life. This includes the things we need to have a decent life: faith and family, work and education, health care and housing. We also have a responsibility to others and to society. We work to make sure the rights of all people are being protected.
Our goal is to lobby for the reform of existing laws pertaining to sex offenses. While made with good intentions, these laws do little to protect our children. Instead, they are persecuting our young people, forcing them away from the love and support of their families, due to residency restrictions. Sentencing our families to a life time of humiliation, with public registries. Costing the tax payers millions of dollars in supervision of low risk offenders, leaving little resources to oversee high risk offenders. Burdening our countries social services because employers are afraid to hire ex-offenders. Finnally, sending productive citizens and their families into exile for life...

Providing a voice for Illinois..... For centuries, our society has always targeted a group of people to hate. They have included Hebrews, Christians, Jews, Blacks and Homosexuals. In the 2000's, it's the sex offenders. The antediluvian laws and the rules and regulations of the IDOC need to be reformed as the only thing they accomplish in doing is making life for a registered sex offender wretched. One of our main missions is to educate the State Legislatures on the civil rights of SO's. We would like to see the SOR abolished for first time offenders. We believe that education and awareness gives insight to resolve issues for both sides. FAIR is a coalition of persons concerned about the rampant misuse of, and over-reliance on, public registration.
FAIR Believes:
Every child deserves the opportunity to grow up free from abuse of any kind. And if a child has been abused, he/she has the right to be freed from the abusive situation and given every opportunity to heal and grow into a well-adjusted, happy adult.
Persons accessing a public registry have the right to feel confident that this information will enable them to make accurate, informed decisions regarding the safety of their children.
A public registry, if used at all, should only be used to list persons who are clearly a risk to public safety, based on proven criteria and tests.
Most persons who commit non-violent offenses, consensual-but-illegal offenses, or who committed only a single offense within the home, do not present a public safety risk. They should be punished, treated, and professionally monitored for an appropriate period of time, but the general public gains no advantage by knowing their names and locations.
Persons with sexual behavioral problems need medical and psychiatric treatment and rehabilitation. If they have the opportunity to receive this treatment early, when their problem is first recognized, they will most likely never become offenders. And if they have offended only once, proper treatment in most cases will prevent a recurrence.
Due to the current hysteria fostered by the media regarding any “sex offender,” public registration has become a punishment above and beyond its original civil regulatory intent. Regardless of the actual seriousness of their offense, registrants · are barred from most employment, · are constantly harassed by neighbors, by vigilantes, and by law enforcement, · often wind up homeless because their landlords are also harassed, and · their spouses and children live in constant fear for their own safety and that of their loved one.
Current Goals:
Notify registered Maryland sex offenders of retroactive changes in current law that will be soon be applied to them, contrary to their sentencing agreement.
Work with Maryland’s Sex Offender Advisory Board and with members of the Maryland Legislature to improve the safety of our children through family and community education and effective legislation.
Work as a group to file legal challenges to Maryland’s new laws.

I am the mother of a son who is currently doing 5 years in prison for having consensual sex with his girlfriend of 15 months. He will be 24 when he gets out and is incredibly nervous about his future and his newly acquired title of “Sex Offender”. When he gets out, he cannot come home and live with us because we live across the street from a park, where children play. What is wrong with this picture???
My specific goals & priorities as state organizer of the reform sex offender laws group in Michigan is to circulate information and facts about the current sex offender law and why it needs to be reviewed and reformed to as many people, communities, legislative officials and those who would be willing to make this a priority with the lawmakers and state representatives. I will work to get feedback & information from these individuals.
There needs to be public awareness to the community as well as students & teens about this law and how it affects so many lives and futures. Preventative measures need to be taught so there will be less of our young people incarcerated and set up for a future of being labeled as a sex offender.
I am currently working with the ROYAL OAK COMMUNITY COALITION. Their main goal is to promote through collaboration, a healthy community free of substance abuse for youths and those who live in, work in and/or visit our community. Their vision is to prevent substance abuse by sustaining & strengthening a safe & healthy community together. They have become very interested in the current sex offender law because they believe in prevention and right now, with this law, as it is an excellent law for the pedophiles and rapists, it should not be intended to be used towards teens having consensual sex, they are being labeled and grouped into these horrific crimes. They also see that this sets up these youths for a lifetime of trials and difficulties with being labeled, as well as being incarcerated, it is a set up for failure. With the outstanding costs of housing a prisoner & the overcrowded jails, they still incarcerate people for these things that are not considered a crime and not violent. It would be less expensive to send a youth to counseling or a school/college than to house them in a prison, and they would get much more out of that option than a prison, as well as a better future.
We have met with candidates for the Prosecuting Attorney and questioned them about the law, as they agreed it needs to be reformed but of course, wanted to wait until after the elections to address it. I am currently putting a packet of information together and need a list of supporters and peoples experiences with this for an all day meeting that the director of the coalition will be having with state representative John Pappageorge. She would like to present my packet and information to him and have him look it over and see if he can do anything or offer information/tips on what we can do to move this along. I hope to play a huge role in the quest of getting this law reformed!!!

Minnesota RSOL wishes to help organize people in Minnesota who have concerns about modern time criminal laws regarding sex crimes. These laws create a very dangerous environment, society of fear.

In late December, John and Jane Does 1 through 31 filed suit against the state of NE to stop the implemenation of LB285, which was Nebraska's attempt to come into compliance with the Adam Walsh Act and SORNA. Previously, Nebraska used a risk-based assessment to categorize sex offenders into three levels. Level 3s, the most likely to reoffend, were on the public registry. With LB285, all offenders are on the public registry. Also, LB285 provided for unannounced home and auto searches of all offenders, monitoring equipment installed on computers and electronic equipment that the RSO may have access to, and registration of all vehicles that the RSO may have access to. Under LB285, RSOs would not be allowed to use any social networking site, any instant messaging site, any text messaging via phone. Most people think social networking is limited to My Space and Face Book, but many sites require you to provide a profile to participate in reading and commenting on blogs and articles. LB285 also included travel restrictions. All travel must be reported 3 days in advance if the RSO plans to stay longer than 7 days. This is especially troublesome for truck drivers and RSOs who travel for business, sometimes at a moment's notice, not to mention unplanned deaths in the family, or even the RSO's own hospitilaztion. If an RSO were to have a major accident and be comatose for longer than 7 days, s/he would be guilty of a felony. The suit was filed in Federal Court, alledging infringment of the 1st, 4th, 8th, and 10th ammendments. The Does received an injunction which prevented the computer/internet restrictions from taking effect, but the rest of it stands for now.

RSOL New York strongly condemns the exploitation of children in any form. Our government resources need to be directed at vigorously identifying, prosecuting and convicting the producers and providers of Internet pornography. Instead, there appears to be an inordinate number of cases against people who view it and are then given sentences clearly out of proportion to the violation. OUR GOAL: 1. Co ordinate a national network of family and friends of those convicted of Internet possession of child pornography to protest the harsh penalties that have increased irrationally based on political demands and public hysteria. 2. Remove non contact, non violent crimes from the sex offender registry 3. The biggest goal we face is to change years of misconceptions about sex offenders that have been created mainly by the media through predator panic. To do that, we have to first re-educate the media and various government agencies who have perpetuated the myths. I believe in some respects, they feel there is a very real threat to society, because of the failure to prevent some of the more sensationalized cases. What needs to be taught is there are different methods of dealing with levels of sex offenders, just as there are in other categories of crime. You don't classify a first time shoplifter (especially a child) in the same category as an armed robber with a rap sheet dating back for years. People need to know that the label of sex offender is so widely and indiscriminately used that it has dehumanized an extremely large percent of the population.

Texas Voices has a powerful group of organizers. They have held one face-to-face Texas-wide meeting with dozens of participants, and numerous conference calls. They have a systematic lobby effort under way, as well as a campaign for public education, with letters to editors and responses to particularly outrageous cases of injustice. They are growing rapidly, and they have also provided help for organizing efforts in other states. From their website: Texas Voices supports the prevention of child sexual abuse through carefully structured laws that target violent, forced, and/or dangerous predatory acts of sex against children. Existing laws encompass a wide range of offenders and require the exact same resources be used for both violent, dangerous offenders and those whose offenses were neither violent, forced, or dangerous. Current laws, as structured, are not keeping our children safe. They are, in fact, costing the taxpayer millions of dollars to prosecute, monitor, incarcerate, and severely punish many individuals who are of no danger to children, society, or the communities in which they live. We believe that laws which will truly benefit the safety of our children, and society in general, must differentiate between those who are dangerous offenders and those who are not.

1.To educate the State Legislatures on the civil rights of Sex Offenders. 2.To educate our community, local church leaders and youth pastors, on the crimes that will require a person to register as an offender. Education is a pro-active approach to decrease offenses and convictions, as well as an opportunity to gain community support, job opportunities and home placement. 3.Offer support to families and former offenders, through networking, education, and other areas of need. Change laws which label non-violent offenders as threat to the community and that they be removed from Life-time registration. Also to give support and help to individuals who are being released from prison and need to know the laws of West Virginia as pertains to their case. 4.Change the requirements of individuals on Probation or Parole that are subject to more than one Polygraph test per year. Also that each Pollygraph test result be given to each person on Probation or Parole. 5.To change the laws of many restictions while on Probation or Parole if it is a non-violent offense. 6.To make registration of changes such as phone numbers, email addresses, web addresses and others of that nature easier to change by making a phone call or sending an email to the County State Police Office in which you are registered.

Sex offenders are the new Salem witch of the 21st century. Accused with no evidence, convicted on the word of a child or victim and persecuted for the rest of their and their families lives. No other crime is pursued by prosecutors so vehemently as the sex offender, even murders and drunk drivers that have killed are given second chances, yet the sex offender is offered no redemption. These laws are needed for the predator offenders, but there needs to be remedies for those that make the one time only mistake or have shown that they have been rehabilitated, so they are not forced to pay the price with their lives and their families' lives because of the few true monsters out there. My goals are to educate the legislature and public about the laws and registry, who it really affects and who is really protected by them. I hope to impress on them that neither the children nor the public are any safer due to the way these laws are written. I would like to get together a group of volunteers that will help with collecting information, getting the word out, and contacting legislators’ offices throughout all the districts and help get the information out there to the public.
