Maryland Citizens For Sex Offender Justice advocates the following:
1. To educate MD public and state government on the sex offender facts vs fiction. (Currently, there is the mentality of "once a sex offender, always a sex offender" "No woman or child is safe")
2. Propose a new MD Registry that categorizes between Adult Sex Offenders and Child Sex Offenders with sub-categories of risk:
Alerts: Non-compliant/absconders
High Risk: Those with convictions from present to 5 years
Medium risk: Those with convictions of less than 5 years to 10 years
Low Risk: Those with convictions greater than 10 years
(Currently, Maryland state registry lists all sex offenders under the "Child Sex offender registry" with no categories. There are those who have 20- 30 year old convictions on the registry and you are classified as to the level of violence of your conviction)
3. Be Pro-active on laws/bills introduced that the group deems unfair/idiotic/draconian. (Take for instance: the SORNA law within the state of Maryland is not retroactive and does not apply to convictions prior to 1997 yet many sex offenders are being arrested for not abiding by SORNA; residency laws, computer registration laws, GPS laws, Special license plate laws)
4. Be a support for sex offenders who are attempting to get on with their lives, and their wives, children and families.
5. Lobby for a bill that would give tax credits to businesses that hire ex-convicts, including sex offenders. (Such major businesses in the state of Maryland as Perdue, Pepsi, Coke will not hire anyone with a conviction. They protect themselves by stating "will consider" but in all actuality do not hire.)

Alabama Citizens 4 Change primary purpose is the education of the public and continued movement to reform the existing State Sex Offender Legislation to laws that differentiate between offenders. The RSOL of Virginia is a small group of volunteers who know firsthand that the current laws regarding registered sex-offenders are flawed and degrading. They are a waste of taxpayers’ money and inflict harm and unconstitutional restrictions upon citizens of the United States.
Our mission is:
• To educate the citizens of the Commonwealth of Virginia what offenses currently result in someone becoming a registered sex-offender. The minimum penalty for any “sex-offense” is now 15 years on the registry and after that, you must petition the court to be removed.
These offenses include but are not limited to:
o Smacking or grabbing someone on the buttocks, groin or chest
o Consensual sex between:
- a 12 year old and a 15 ½ , 16 or 17 year old
- a 13 year old and a 16 ½ or 17 year old
- a 14 year old and a 17 ½ or 18 year old
All of the above are a Class 6 Felony, minimum 15 years on the registry
o Consensual sex between
- a 12 or 13 year old with an 18 year old
A Class 4 Felony, a lifetime on the registry
In states other than Virginia offenses that include registration include but are not limited to:
o Urinating in public
o Mooning
o Streaking or skinny dipping
o Consensual sex between and 18 year old and a 15, 16 or 17 year old
As RSOL –Texas Voices has previously stated, “there is a huge difference between stealing a candy bar and robbing a bank. Both crimes are considered theft and both are differentiated by law”.
The current laws for sex-offenders do not differentiate.
• To remove all young adults with consensual offenses from the registry.
• To completely remove juveniles from the Virginia registry.
• To eliminate any Virginia Statue’s that state; an accusation is sufficient to convict, no corroboration is required.
Instead, evidence and/or a witness would be required.
• To stop the state of Virginia from allowing the accusation (alone) to be entered as evidence in court.
• To have the current sentencing guidelines in Virginia reduced to be more in keeping with the offense, remembering this is a state with no parole.
Each case should be judged on its own merits with a punishment that fits the crime.
• To educate Virginians that there are differences between a non-violent and a violent offender.
Unfortunately in 2006, the Virginia General Assembly reclassified almost all non-violent offenders to violent offenses.
This resulted in 90% of all Virginia offenders being reclassified as violent regardless of their offense and their sentence given by the court.
This includes many of offenses that had NO physical contact.
• To reinstate the non-violent classifications that existed prior to the 2006 Virginia General Assembly.
• To completely remove non-violent offenders from the Virginia registry.
(What few are left thanks to the 2006 Virginia Assembly)
• To remove the employer information from public view as it serves no purpose other than to intimidate and influence the employer.
• To eliminate the retro-active approach to laws passed in Virginia in regards to court classifications, requirements and restrictions upon the registered.
If it wasn’t a law during the time of the conviction, then it does not apply today.(Ex post facto)
We contend this to be unconstitutional in that the registry subjects the convicted to be continually resentenced for a crime that they’ve already paid for.
• To require notification of new and revised laws that will affect all registered sex offenders. Either through, the mail, e-mail, in person during one of the two Sex Offender Task Force surprise home visits or noted on the Virginia State Police web-site. This notification should take place at least two months before the new law begins.
• To remove the residency restrictions of the registered.
In Virginia it’s currently 500 ft from schools, day care centers, recreation centers and parks that share a border with a school.
The Virginia Assembly has previously attempted to increase this restriction to 1000’, but the bill did not pass.
They may attempt to increase it again or add libraries, churches or bus stops as many other states have done.
No other laws stipulate when and where you can reside in the United States.
• To revoke the current Virginia statue that gives the accuser only 21 days to recant in which an unjust conviction and punishment could be overturned.
There should be no deadline on justice.
• To charge any person or persons committing a crime or discriminating against a person listed on the registry solely due to the listing as a “Hate Crime” punishable to the full extent of the law.
• To ultimately remove the stigma associated with one being on the Sex Offender Registry as a point of consideration as opposed to condemnation.
We do not know what the right answers to these problems might be, but we do know that the current laws and trends towards fear and loathing is not the direction in which I or our forefathers envisioned.
We were all guaranteed the right to Life, Liberty and the Pursuit of Happiness and no one shall stand in its way.

From our state organizer:
I am the mother of a son who is currently doing 5 years in prison for having consensual sex with his girlfriend of 15 months. He will be 24 when he gets out and is incredibly nervous about his future and his newly acquired title of “Sex Offender”. When he gets out, he cannot come home and live with us because we live across the street from a park, where children play. What is wrong with this picture???
My specific goals & priorities as state organizer of the reform sex offender laws group in Michigan is to circulate information and facts about the current sex offender law and why it needs to be reviewed and reformed to as many people, communities, legislative officials and those who would be willing to make this a priority with the lawmakers and state representatives. I will work to get feedback & information from these individuals.
There needs to be public awareness to the community as well as students & teens about this law and how it affects so many lives and futures. Preventative measures need to be taught so there will be less of our young people incarcerated and set up for a future of being labeled as a sex offender.
I am currently working with the ROYAL OAK COMMUNITY COALITION. Their main goal is to promote through collaboration, a healthy community free of substance abuse for youths and those who live in, work in and/or visit our community. Their vision is to prevent substance abuse by sustaining & strengthening a safe & healthy community together. They have become very interested in the current sex offender law because they believe in prevention and right now, with this law, as it is an excellent law for the pedophiles and rapists, it should not be intended to be used towards teens having consensual sex, they are being labeled and grouped into these horrific crimes. They also see that this sets up these youths for a lifetime of trials and difficulties with being labeled, as well as being incarcerated, it is a set up for failure. With the outstanding costs of housing a prisoner & the overcrowded jails, they still incarcerate people for these things that are not considered a crime and not violent. It would be less expensive to send a youth to counseling or a school/college than to house them in a prison, and they would get much more out of that option than a prison, as well as a better future.
We have met with candidates for the Prosecuting Attorney and questioned them about the law, as they agreed it needs to be reformed but of course, wanted to wait until after the elections to address it. I am currently putting a packet of information together and need a list of supporters and peoples experiences with this for an all day meeting that the director of the coalition will be having with state representative John Pappageorge. She would like to present my packet and information to him and have him look it over and see if he can do anything or offer information/tips on what we can do to move this along. I hope to play a huge role in the quest of getting this law reformed!!!

The RSOL of Utah is a group of citizens who agree with RSOL.org's public statement.
Our group has three main goals:
1. Most important is public education about the RSOL statement and its goals, and in general to fight the anti ¨sex offender¨ hysteria, through putting op eds in newspapers, writing articles, speaking at churches and conferences, etc.
2. Next important is to gather information about the laws of the state, and about pending bills in the state, and about the names and phone numbers of the key legislators, and then to contact those legislators to try to lobby for reform or repeal.
3. Finally, as always, to give emotional and social support to the sex offenders and their families in Utah.
