Alabama Citizens 4 Change primary purpose is the education of the public and continued movement to reform the existing State Sex Offender Legislation to laws that differentiate between offenders. In accomplishing these goals, we believe society will be better served and safer. The laws of today employ no common sense tactics and are costing tax payers millions. We believe the public is largely uneducated regarding this issue and therefore most laws were created by politicians and fueled by p anic and myths and spread through today’s mass media. The truth needs to be told and changes must be made. We encourage any citizens who are interested in the truth of this issue to join this effort. In today’s environment, there are many individuals that are being affected by this legislation. In addition to the many Former Sex Offenders affected are the families behind them. We encourage families to join the effort and begin to take a stand against these laws that are too broad and all encompassing. Our upcoming efforts will include: 1. Contact as many Former Sex Offenders and their families as possible to increase the effort of the group. 2. Educate the public through sustained efforts of circulating factual information via various media outlets, mass mailings etc. 3. Begin a speaking campaign for the sole purpose of educating the legal community. Targets will include: Police Agencies, Law Schools, and District Attorney’s Offices etc. 4. Begin a sustained campaign for our State Legislators designed to provide education and lobby for change. 5. The charter of this association will be Education and Differentiation.

Arizona RSOL will:
· Coordinate the efforts of registered former sex offenders and their families, lobbyist working independently in the state and victims groups.
· Educate the public regarding realistic sexual abuse prevention, dangers of civil commitment laws and fear tactics used to push through costly and ineffective legislation.
· Change laws which label non-violent offenders as a threat to the community.

By accomplishing these goals and focusing resources and attention on higher risk offenders we make the public more aware, keep all children safer, strengthen families and work towards root cause prevention of sexual abuse.

PURPOSE It is the purpose of Colorado RSOL to achieve balanced justice in the courts, and balance in the laws, for indeed Due Process in the Laws mean fairness, and fairness embodies equality and a sense of balance.
GOAL Through email and other communications including speaking, Colorado RSOL will continue to contact legislators in the Colorado Assembly Judiciary AND Appropriations Committees to keep focus on the gross inequities in sex offender legislations, to not let these legislators forget that they are destroying human lives for things some have not done, nor contemplated, and others who have been reformed. In our goals we will solicit the help of former teachers, business people, families, and friends to bond together in the goal of effecting sensible changes in sex offender legislations and laws.
ACHIEVEMENT If by one law we can turn back unbalanced and inequitable legislations, then we will have achieved merely a first step, with the hope and efforts of all who won’t be silent no more, to make many more steps, while growing in our abilities, and reaching out to others so that our voices will no longer be denied. Inequitable laws will continue unabated when legislators, law enforcement, the courts, and the vigilantes frighten us into the dark shadows, hiding as if we cannot be seen.

A RAY OF HOPE FOR OFFENDERS AND THEIR FAMILIES...
Our mission is to protect children and the life and dignity of all human persons. Every person has a fundamental right to life. This includes the things we need to have a decent life: faith and family, work and education, health care and housing. We also have a responsibility to others and to society. We work to make sure the rights of all people are being protected.
Our goal is to lobby for the reform of existing laws pertaining to sex offenses. While made with good intentions, these laws do little to protect our children. Instead, they are persecuting our young people, forcing them away from the love and support of their families, due to residency restrictions. Sentencing our families to a life time of humiliation, with public registries. Costing the tax payers millions of dollars in supervision of low risk offenders, leaving little resources to oversee high risk offenders. Burdening our countries social services because employers are afraid to hire ex-offenders. Finnally, sending productive citizens and their families into exile for life...
Learn more about the injustice being waged on over 2,000,000 Americans. We need your help! Don't think this cannot happen to your family. Your young adult could be the next registered sex offender....

Georgians for Reform is working to present verifiable facts and truth about the dangers posed to the community by sex offenders. It is our goal to give you the facts instead of myth and hysteria. It is time for you to help us make laws and take steps that will protect our communities from the scourge of sex crimes and prevent more victims. Our goal is to stop the waste of money and resources on ineffective and unnecessary laws designed to get votes instead of address the problem.
Georgians for Reform ask you to look at the facts and verify the information. Once you are informed, contact your local, State, and Federal legislators and demand rational and effective programs for this and all classes of crime. It is time to stop fixing the blame and begin fixing the problem.

Providing a voice for Illinois..... For centuries, our society has always targeted a group of people to hate. They have included Hebrews, Christians, Jews, Blacks and Homosexuals. In the 2000's, it's the sex offenders. The antediluvian laws and the rules and regulations of the IDOC need to be reformed as the only thing they accomplish in doing is making life for a registered sex offender wretched. These laws and regulations do little or nothing to protect our children. Let's band together in Illinois and see if we can make a difference!

One of our main missions is to educate the State Legislatures on the civil rights of SO's. We would like to see the SOR abolished for first time offenders. We believe that education and awareness gives insight to resolve issues for both sides. By presenting facts and evidence to the Legislatures, it helps us grow closer to our goals of SO laws and reform. In 2006, Kimberly lobbied for the State of Indiana to pass the Romeo and Juliet Law and won. Now, we need to push forward to reform the SORegistry requirements in this state. We believe this is possible.

As a group we will seek to reduce recidivism by reforming public policy and encouraging people to live offense free lives: by offering support to Former Offenders and their families; through networking, education and other areas of need. 2. Develop a core group that attends each and every committee and work session where relevant bills are being developed or voted on. 3. Our group will seek to educate the media, the public, the Legislature and the Governor on the facts vs the myths concerning the Registry and it's effects on everyone including not only the Former Offender and their families but on the community as a whole. a. Develop a positive working relationship with the State Government 4. To encourage legislation though accurate education which will properly treat SOs' according to their risk category. The goal is to reduce the publics' irrational fears of living near persons who have been convicted of these offenses through accurate information about actual recidivism rates, provide employment opportunities, housing and treatment support for ex offenders. Finally, it is my goal to facilitate an end to law enforcement harassment (quarterly residence checks, Halloween prohibitions, residence restrictions and other) of ex offenders who by category pose a less than 3% residivism rate (level 3 and 4 offenders).

From our state organizer:
I am the mother of a son who is currently doing 5 years in prison for having consensual sex with his girlfriend of 15 months. He will be 24 when he gets out and is incredibly nervous about his future and his newly acquired title of “Sex Offender”. When he gets out, he cannot come home and live with us because we live across the street from a park, where children play. What is wrong with this picture???
My specific goals & priorities as state organizer of the reform sex offender laws group in Michigan is to circulate information and facts about the current sex offender law and why it needs to be reviewed and reformed to as many people, communities, legislative officials and those who would be willing to make this a priority with the lawmakers and state representatives. I will work to get feedback & information from these individuals.
There needs to be public awareness to the community as well as students & teens about this law and how it affects so many lives and futures. Preventative measures need to be taught so there will be less of our young people incarcerated and set up for a future of being labeled as a sex offender.
I am currently working with the ROYAL OAK COMMUNITY COALITION. Their main goal is to promote through collaboration, a healthy community free of substance abuse for youths and those who live in, work in and/or visit our community. Their vision is to prevent substance abuse by sustaining & strengthening a safe & healthy community together. They have become very interested in the current sex offender law because they believe in prevention and right now, with this law, as it is an excellent law for the pedophiles and rapists, it should not be intended to be used towards teens having consensual sex, they are being labeled and grouped into these horrific crimes. They also see that this sets up these youths for a lifetime of trials and difficulties with being labeled, as well as being incarcerated, it is a set up for failure. With the outstanding costs of housing a prisoner & the overcrowded jails, they still incarcerate people for these things that are not considered a crime and not violent. It would be less expensive to send a youth to counseling or a school/college than to house them in a prison, and they would get much more out of that option than a prison, as well as a better future.
We have met with candidates for the Prosecuting Attorney and questioned them about the law, as they agreed it needs to be reformed but of course, wanted to wait until after the elections to address it. I am currently putting a packet of information together and need a list of supporters and peoples experiences with this for an all day meeting that the director of the coalition will be having with state representative John Pappageorge. She would like to present my packet and information to him and have him look it over and see if he can do anything or offer information/tips on what we can do to move this along. I hope to play a huge role in the quest of getting this law reformed!!!

Minnesota RSOL wishes to help organize people in Minnesota who have concerns about modern time criminal laws regarding sex crimes. These laws create a very dangerous environment, society of fear.
We also seek to contact Minnesota congressmen and senators regarding new and existing laws, to try to give them more explanations and real examples of injustice and hysteria. Our main goal is to prevent 'Adam Walsh act' to become law in Minnesota. We need to be in constant contact with many lawmakers in different areas of Twin Cities and Minnesota.
We regularly contact journalists from Minnesota's Newspapers and Magazines to get more publications and coverage.
Finally, we try to create support groups for SO.

In late December, John and Jane Does 1 through 31 filed suit against the state of NE to stop the implemenation of LB285, which was Nebraska's attempt to come into compliance with the Adam Walsh Act and SORNA. Previously, Nebraska used a risk-based assessment to categorize sex offenders into three levels. Level 3s, the most likely to reoffend, were on the public registry. With LB285, all offenders are on the public registry. Also, LB285 provided for unannounced home and auto searches of all offenders, monitoring equipment installed on computers and electronic equipment that the RSO may have access to, and registration of all vehicles that the RSO may have access to. Under LB285, RSOs would not be allowed to use any social networking site, any instant messaging site, any text messaging via phone. Most people think social networking is limited to My Space and Face Book, but many sites require you to provide a profile to participate in reading and commenting on blogs and articles. LB285 also included travel restrictions. All travel must be reported 3 days in advance if the RSO plans to stay longer than 7 days. This is especially troublesome for truck drivers and RSOs who travel for business, sometimes at a moment's notice, not to mention unplanned deaths in the family, or even the RSO's own hospitilaztion. If an RSO were to have a major accident and be comatose for longer than 7 days, s/he would be guilty of a felony. The suit was filed in Federal Court, alledging infringment of the 1st, 4th, 8th, and 10th ammendments. The Does received an injunction which prevented the computer/internet restrictions from taking effect, but the rest of it stands for now.

RSOL New York strongly condemns the exploitation of children in any form. Our government resources need to be directed at vigorously identifying, prosecuting and convicting the producers and providers of Internet pornography. Instead, there appears to be an inordinate number of cases against people who view it and are then given sentences clearly out of proportion to the violation. OUR GOAL: 1. Co ordinate a national network of family and friends of those convicted of Internet possession of child pornography to protest the harsh penalties that have increased irrationally based on political demands and public hysteria. 2. Remove non contact, non violent crimes from the sex offender registry 3. Work collectively with this network to petition legislatures, both locally and nationally with mass mailings, mass callings and lobbying. 4. Develop a national support group for families facing these harsh penalties. Provide Public education to inform people what behaviors constitute a violation of these laws.

North Carolina Sexual Offenders Reform Troops (NC-SORT) supports continuing education with the general public to help reduce the fear tactics that have been used for so long. NC-SORT agrees with TEXAS VOICE and supports the prevention of child sexual abuse through carefully structured laws that target violent, forced, and/or dangerous predatory acts of sex against children. Existing laws encompass a wide range of offenders and require the exact same resources be used for both violent, dangerous offenders and those whose offenses were neither violent, forced, involved any personal one-on-one contact,or dangerous. Current laws, as structured, are not keeping our children safe and are costing the taxpayer millions of dollars to prosecute, monitor, incarcerate, and severely punish many individuals who are of no danger to children, society, or the communities in which they live. We believe that laws which will truly benefit the safety of our children, and society in general, must differentiate between those who are dangerous offenders and those who are not. There are "levels" of the "crime" and not all should be treated equally so that upon the completion of serving time and parole/probation certain categories would be able to rejoin society in all areas, to include residency, visiting state and local funded parks and recreation facilities, and by having the rights to be involved with their own family members under age 18.

We work together to educate the public through speaking, publications and pamphlets that will inform the citizens of Oklahoma the true facts regarding former offenders, and the laws which are doing more harm then good for Oklahoma's children. Our goal and purpose is to work with Oregon legislators and lawmakers toward revision, reform, and, in some cases, abolishment of ineffective and damaging sex offender legislation. We are developing aggressive letter-writing campaigns as well as effective methods by which to educate the public both about current laws and restrictions and the unimaginable circumstances under which a person can find themselves labeled as an offender. We are developing a professional core group of individuals who will guide all who wish to help and who need support, and we are confident that through perseverance, we will effect change. Please join us.

Pennsylvania's Main Goals: - To gather ex-offenders and their families together to form a support network for each other, and to organize an effective campaign attacking current laws. - To educate the public regarding realistic sexual abuse prevention, dangers of civil commitment laws, residency restriction laws, probation & parole policies concerning ex-offenders, true recidivism rates-- verses-- media made up ones, and fear tactics used to push through costly and ineffective legislation that serves only to burden the offender and their respective families.

-To educate the State Legislatures on the civil rights of Sex Offenders -To educate our community, especially teens and their parents, on the crimes that will require a person to register as an offender. Education is a pro-active approach to decrease offenses and convictions, as well as an opportunity to gain support of our community. The injustices need to be "brought home" and the issues become the responsibility of all. -Offer support to families and former offenders, through networking, education, and other areas of need. Change laws which label non-violent offenders as threat to the community

Texas Voices has a powerful group of organizers. They have held one face-to-face Texas-wide meeting with dozens of participants, and numerous conference calls. They have a systematic lobby effort under way, as well as a campaign for public education, with letters to editors and responses to particularly outrageous cases of injustice. They are growing rapidly, and they have also provided help for organizing efforts in other states. From their website: Texas Voices supports the prevention of child sexual abuse through carefully structured laws that target violent, forced, and/or dangerous predatory acts of sex against children. Existing laws encompass a wide range of offenders and require the exact same resources be used for both violent, dangerous offenders and those whose offenses were neither violent, forced, or dangerous. Current laws, as structured, are not keeping our children safe. They are, in fact, costing the taxpayer millions of dollars to prosecute, monitor, incarcerate, and severely punish many individuals who are of no danger to children, society, or the communities in which they live. We believe that laws which will truly benefit the safety of our children, and society in general, must differentiate between those who are dangerous offenders and those who are not.

Utah RSOL adamantly condemns the exploitation of children. We stand strong to ensure our children’s safety. We believe that some of the behaviors that constitute a sex offense are using our federal funding in un-necessary ways. We believe that our federal resources need to be directed at vigorously identifying, prosecuting and convicting the producers and providers of internet child pornography and anyone who is exploiting and harming a child. As to date an enormous amount of money, time and energy is being spent convicting people who have viewed pornography, had consensual teen aged sex, nursed a child in public, sent sex text messages or been caught stepping nude into their hot tub in their backyard. Assigning these people the stigmatic name of sex offender is to assume their behaviors cause them to be a child molester. Through this theory, serious sentences are being issued before an actual crime is even committed. These sentences are clearly out of proportion to a violation based on assumption. It is our intent to help motivate legislators to look for alternative treatments for in-appropriate public behavior that could save our government vast amounts of money. Alternative punishments could foster stronger family bonds rather than destroy families through public humiliation and financial disaster.
Goals: • To co-ordinate a state and national network of family and friends of those whose lives have been touched by these harsh and un-believable sentences. • To educate the public including legislators of what behaviors constitutes a sex offense. • To educate the public and law makers about the vital importance of developing a level of risk. To differentiate a first offender, a low risk offender or a violent offender. • To remove non- contact, non-violent crimes from the sex registry. To allow people to pursue a normal life once they have served their time. • To work with Utah legislators and lawmakers toward revision, reform, alternative treatments and the abolishment of some of the ineffective and damaging sex-offender legislation.
Utah RSOL will not fight HATE with HATE.
Instead we will offer understanding and education to those who don’t comprehend the entire scope of this wide netted hysteria. It is our responsibility to help them realize that hardly any of the incarcerated sex offenders are actually child predators or child molesters. Help us teach them that it is not okay to make a judgment based on popular rumors and prejudices. Hate begets hate and hate is not a remarkable virtue.
Please join us in our pursuit of human rights and liberties. Help us bring integrity back to America!
If you are a friend or family member of a sex offender, we offer a forum of support. We are interested in your stories, your ideas, and your frustrations.
I am one voice, but I am strong enough and brave enough to stand up alone for what I believe is my America- One voice is a solo- But if you join me, we will be a duet, four voices a quartet, and many more a choir… Just think the music we can make.

I plan to focus on the absurdity and injustice of "statutory rape" laws as they relate to nonviolent and first-offending men and women who are no threat to anyone in the sense of being likely to commit a violent or other malum in se crime. I'll explain why such people are not "rapists" and "pedophiles" but essentially normal and harmless people who are no more likely to commit aggravated assaults, robberies, murders, violent rapes, the sexual assaults of prepubertal children, than the average person and why the women are far less likely to commit such felonies than the average man or underaged teenage male. I'll also explain why such labels are distinctly ludicrous when applied to women who have consensual sex with underaged teenage males. I'll explain why there's no need to sentence these nonviolent and first-offending men and women to years in prison or even months in jail; to years of "sex offender treatment (to cure them of what precisely?); to years of quasi-totalitarian post-incarceration supervision, to restrictions on their freedoms and intrusions into their private lives that don't apply to the most vicious, brutal, and savage criminals who've never been convicted of a sexual offense; to 20-years to life of "sex offender registration."
